Disable Deletion of Shifts and Open Shifts

A two-part site setting has been added that allows you to completely turn off the ability for deletion of shifts and/or open shifts. This allows you to restrict the ability for users to delete shift and open shifts. Contact support if you would like this enabled. 

NOTE: With this site setting enabled no one at the agency will be able to delete scheduled or open shifts.
