Overview

The Missouri EVV Aggregator Solution (EAS) is implementing new requirements for handling accrued minutes visits for Personal Care and Home Health Care services.

These updates are intended to ensure providers continue receiving payment for accrued units once claims validation begins.

Accrued Minutes Rules

Beginning November 19, 2025:

Required Reason Code

  • Use Reason Code 280 – Accrued Minutes Visit
  • This code must be used when submitting accrued minute visits to EAS

Monthly Accrual Rule

  • Accrued minutes must be used within the same month
  • Minutes do NOT carry over month-to-month

Visit Limitations

  • Only 1 accrued minutes visit per day
  • Limit applies per:
    • Client
    • Procedure Code
    • Modifier

Duration Requirements

  • Visit duration must be divisible by 15
  • Examples:
    • 15 minutes
    • 30 minutes
    • 45 minutes

There is no unit maximum restriction for accrued visits.


Required Visit Elements

Accrued minute visits must still:

  • Contain all required EVV data elements
  • Reach a verified status in EAS

Caregiver Requirements

  • The caregiver on the accrued visit must already be associated with the client DCN

Time Requirements

  • Any start/end time may be used as long as:
    • Duration is divisible by 15
    • It does not overlap another visit for the same service

Required Tasks for Accrued Visits

For services requiring tasks, the following is required when using Reason Code 280:

Required Task Code

  • Task Code: 0280
  • Task Name: Accrued Minutes Visit
  • You can create the Accrued Minutes Visit task by navigating to Menu > Clients > Task Codes, clicking the pen and pad icon to add a new task code named “Accrued Minutes Visit,” and entering EVV code 0280 in the EVV Code field.

  • T1019
  • T1019 TF
  • T1019 U2
  • T1019 U6

If the service requires a memo:

Recommended default memo:

“This is an accrued minutes visit”

Strongly recommended:

  • Document the exact dates the accrued minutes originated from
  • Helpful for audits and billing reviews

New Reason Code 280

Purpose

Reason Code 280 was created to:

  • Identify accrued minute visits
  • Prevent negative impact to manual verification percentages

Important

Use this code ONLY for legitimate accrued minute visits.

Incorrect use may:

  • Cause inaccurate reporting
  • Affect EVV metrics

  • June 1 leaves 10 accrued minutes

Claims Validation Changes

Soft Launch — January 7, 2026

MHD will begin matching claims against EVV visits in EAS.

During Soft Launch:

  • Claims will NOT deny for mismatches
  • Providers will receive RA alerts indicating:
    • Claim information does not match EAS visit data

Hard Launch (Denials Begin)

Recommended Provider Action Items

  • Update EVV workflows for Reason Code 280
  • Ensure Task Code 0280 is configured correctly
  • Train staff on new accrued minute rules

  • Review EVV visit accuracy
  • Ensure claims match EVV visit data
  • Monitor Remittance Advice alerts

Before Hard Edit Dates

  • Resolve all EVV matching issues
  • Audit accrued minute workflows
  • Verify modifiers, units, caregivers, tasks, and reason codes are accurate

Important Reminders

  • Accrued visits must still verify successfully in EAS
  • Only one accrued visit per day/per service combination
  • Minutes cannot roll into another month
  • Use Reason Code 280 only for accrued minute visits
  • Required task for applicable services:
    • Task Code 0280 — Accrued Minutes Visit
